50+ Committee
The Committee exists to encourage the development and management of a supply of housing for active adult and service-enriched consumers by serving it’s members through education, membership, research, communication, information, advocacy and networking. Maximum committee size is 20. Meets every other month.
* Associates Coordinating Committee
Discusses issues of concern to industry suppliers and subcontractors. Creates opportunities for associates to meet and develop relationships with builders. Committee size varies. Meets as needed at the HBA.
Association Management Committee
Provides input on administration and management practices. Named by the HBA President. Committee size varies. Meets on an as needed basis at the HBA.
Audit and Finance Committee
Approves the annual review or audit prepared by CPA firm. Chaired by Treasurer, others include the President, First Vice President, Secretary and Vice President for Associates. Meets annually at the HBA.
Board of Directors
Governing body of the Association comprised of the Executive Committee plus eight Builder Directors, eight Associate Directors and chairmen of each active council. Meets every other month at the HBA.
Budget Review and Compensation Committee
Reviews annual association budget. Comprised of President, First Vice President, Past President and Executive Vice President. Meets annually each summer at the HBA.
* Builder Day Picnic Committee
Organizes the annual HBA Builder Day Picnic. Responsible for securing prizes and sponsorships and running all activities the day of the Picnic. Committee size varies. Meets as needed at the HBA.
* CHBC Coordinating Committee
Determines Council programming, activities and charitable projects. Committee meeting topics include news relating to land development, codes, new products and construction techniques. Members must belong to the Council. Committee size varies. Meets monthly at the HBA.
Civic Contributions Committee
Recommends level of HBA financial involvement in civic matters. Six-member committee meets as needed at the HBA.
Codes Advisory Committee (CAC)
Manages codes issues throughout the metropolitan area and assists on national codes efforts. Meets with codes officials and codes organizations. Subcommittees set up as needed and often include non-CAC members. Sponsors seminars for members on specific topics. Fifteen-member committee meets monthly at the HBA.
* Codes Committee
Educates members on code issues. Assists the CAC in reviewing proposed code changes. Committee size varies. Meets as needed at the HBA.
* Construction Site Safety Committee
Analyzes issues on the local, state and national level concerning OSHA regulations and enforcement, workers' compensation legislation and job site safety. Manages programs for the general membership, including an annual first aid training program and seminars on specific topics. Responds to grassroots initiatives on the state and national level. Committee size varies. Meets as needed at the HBA.
Endorsements Committee
Recommends products and services to be endorsed by the HBA. To be considered, products and services must benefit the HBA and its members and provide significant revenue to the HBA. Committee size varies. Meets as needed at the HBA.
* Environment Affairs Committee
Reviews proposed environmental regulations. Disseminates information on trends, practices and perspectives around the country. Sponsors seminars for members on specific topics. Responds to grassroots initiatives at the state and national level. Committee size varies. Meets as needed at the HBA.
Excellence of Achievement Awards Committee
Made up of past award recipients who meet as needed at the HBA. Select winners based on at least 15 years of service to the HBA, industry and community.
Executive Committee
Seven-member elected committee is the Association's highest overall policy-making body. Meets monthly at the HBA.
Federal Government Affairs Committee
The 33 member committee is comprised of almost all NAHB Directors who meet three times a year at the HBA to evaluate and recommend HBA policy to the HBA Board of Directors on public policy and political matters of a federal nature.
Homearama Site Selection Committee
Reviews and tours sites submitted for consideration as Homearama locations. This is a major new home promotions event. Committee size varies. Meets as needed at the HBA.
Home Builders Charitable Foundation Board (HBCF)
Raises money and makes decisions on financial contributions to shelter-related charitable causes. Eleven-member board named by the HBA President. Meets quarterly at the HBA.
Home Building Industry Advancement Fund Board (HBIAF)
Provides funding for apprenticeship training and education, consumer information, public relations and other programs to benefit the home building industry. Board named by the HBA President. Meets twice per year or as needed at the HBA.
Home Building Industry-Political Action Committee (HBI-PAC)
Political action arm of the HBA. Strengthens the housing industry by supporting ballot issues of concern and candidates who understand the economic impact of the industry. Board consists of 218 Trustees responsible for fundraising and determining contributions to candidates and ballot issues. Meets monthly at the HBA.
Homer Committee
Provides input regarding annual Awards competition. Members serve as special project drivers for Homer. Made up of builder and associate members interested in marketing. Committee size varies. Meets as needed at the HBA.
Home Show Committee
Provides input to show management regarding policies and procedures. Members must be exhibitors and HBA members. Committee size varies. Meets as needed at the HBA.
* Industry Standards Committee
Maintains an industry construction standards manual that helps members and homeowners determine accountability when a potential problem arises. Committee size varies. Meets as needed at the HBA.
Investment Policy Committee
Reviews and recommends investment strategies for the association. Committee size varies. Meets as needed at the HBA.
Labor Policy Committee
Strives to maintain a competitive work force in the residential construction industry. Makes recommendations to the HBA Board of Directors regarding labor contracts with Eastern Missouri Laborers' District Council and the Carpenters' District Council. HBA members may assign their bargaining rights to the HBA and/or the Residential Construction Employers (RCE), allowing them to be part of a collective agreement. Committee size varies. Leadership Development Committees
Recommend names for the Association's top appointed leadership. The President appoints at least five builder members, a majority of whom must be active former HBA Presidents. Additional builder and associate members who have been HBA members in good standing for at least three years may be appointed. The HBA immediate Past-President serves as chairman. Committee reports its recommendation for slate of officers. A separate Associates Nominating Committee recommends associate member leaders. Builders elect the leaders at the August General Meeting. * Legislative Policy Committee
Recommends policy on state legislation and regulations to the HBA Board of Directors. Members review legislation, meet with state legislators and attend a "legislative day" trip to Jefferson City. Committee size varies. Meets as needed at the HBA.
Lincoln County Board of Trustees
Manages issues of importance to the housing industry in Lincoln County and its municipalities. Standing sub-committees maintain regular dialogue with elected officials and staff. Will be converted to a Board of Trustees in October 2007 and then will be subject to the normal criteria for a County HBA Board of Trustees. The 12-member committee meets monthly in Lincoln County.
Jefferson County Board of Trustees
Resolves residential construction and development issues in the emerging Jefferson County market and growing municipalities. Standing subcommittees maintain regular dialogue with elected and appointed public officials and staff. The 16-member Board meets monthly in Jefferson County.

Coordinates efforts to recruit and retain HBA members. Members assist with quarterly orientation programs. Committee size varies. Meets monthly at the HBA.
Mortgage Finance Committee
Works in partnership with Department of Housing and Urban Development (HUD), the Mortgage Bankers Association and other lending partners to address issues affecting the home loan process. Works to increase Federal Housing Administration (FHA) mortgage finance limits and responds to grassroots initiatives at the state and national level. Committee size varies. * Programs and Education Committee
Generates ideas and provides input for HBA membership events and educational programs. Committee size varies. Meets as needed at the HBA.
* Remodelers Coordinating Committee
Determines Remodelors Council educational/social programs and charitable activities, reviews legislative issues and assists with membership growth. Members must belong to the council. Committee size varies. Meets monthly at the HBA.
Residential Construction Employers Board
Subsidiary of the HBA that negotiates a model agreement with the Eastern Missouri Laborers' District Council for those members that wish to sign it. Committee size varies. Meets as needed at the HBA.
*Residential On-Site Safety Initiative Committee (ROSSI)
A joint committee comprised of representatives from OSHA, the Carpenters' District Council and the HBA. The focus of this program is to enforce a safer workplace on job sites. Meets quarterly at the HBA.
Sensible Growth Committee
Develops and disseminates messages in support of growth to the public and public officials. HBA President names 10-12 members who meet as needed at the HBA.
* Sales and Marketing Coordinating Committee
Determines programming and educational activities for the SMC. Sub-committee organizes annual awards banquet. Members must belong to the council. Committee size varies. Meets monthly at the HBA.
St. Charles County Board of Trustees
Addresses residential building and development issues in St. Charles County and its municipalities. Standing committees maintain regular dialogue with elected and appointed public officials and staff. The 16-member Board meets monthly in St. Charles County.
St. Louis City Board of Trustees
Manages issues of importance to residential building, management and sales in the City of St. Louis. Creates committees as needed to communicate with public officials. The 16-member Board meets monthly in St. Louis City.
St. Louis County Board of Trustees
Manages regulatory issues of importance to the housing industry in St. Louis County and its municipalities. Standing committees maintain regular dialogue with elected and appointed public officials and staff. The 16-member Board meets monthly at the HBA.
Transportation Committee
Formulates HBA policy regarding transportation issues. Committee size varies. Meets as needed at the HBA.
* Utility Relations Committee
Monitors, evaluates and resolves utility-related issues throughout the metropolitan area, with subcommittees for different utilities. The Utility Relations Committee on MSD meets quarterly with MSD staff. Other subcommittees meet as needed, with subcommittee members selected based on the issue involved.
